Spellsinger question

I just finished my 3rd quest but I dont know who to talk to to change my occupation. Can anyone help?

You need to go to the head Elven Magister in Ivory Tower.

Now I have a question for you, where do I go to level quickly from 66 to 76 as a fellow spellsinger (well not anymore)?

I think he meant 3rd quest as part of the job change quest for the 2nd class :p
But you'd have to go to Magic guild in Giran. Behind the church - take a right turn from church, cross the bridge and there it is.

When you say "3rd quest" do ya mean "3rd class change quest" or "3rd 2nd class change quest"?

If you just finished the class change quest from Elven Wizard -> Spellsinger, then any Head Magister should be able to change your occupation for you. I changed mine in Ivory Tower in the Elven floor.

And the best place to lvl quickly from 66 to 76 is (or was) in FoTD without a doubt. Tho Ive heard that they reduced the XP there.. havent been around to test it out. You'll need an EE/SE to come with you. If you dont like sharing XP with an elven healer, then you'll have go somewhere easier... I tend to solo in BS, but its painfully slow, and I usually end up giving up and waiting for an SE/EE to log on.

At 76, Im planning on heading to IT to duo in the front rooms. I have a 78 SE friend who by that time will have arcane skill, so at least until Interlude, Ill have an unlimited mp supply :)

Ah, so just keep doing what I'm doing now then, without the dying.

Edit: and I believe that regardless of whether it is 3rd occupation change or 3rd quest of the 2nd occupation change, you can still accomplish the actual class change by talking to the same person in Ivory Tower.
