Seeding problem or bug?

I encountered a strange thing concerning seeding. I have a scavenger lvl 27 and I was seeding (normal not alternative) Lute coda seed (level 20-30) in wasteland. The target monsters were lesser basilisks (27) and monster eye watchers (25). I observed that there was a lot of failed seedings, so I started counting. Out of 40 seedings, I got 15 failures ("seed was not sown" message). This is a 37.5% failure chance. From what I understand there should not be a single failure according to the seed description, since all factors (monster, player, seed) were all within the right levels. What is wrong? Is it a bug, or is it normal?
I have this a lot with the same seed on normal HP mobs, yet I never fail one in a catacomb. Maybe thats the case.

So what is the exact lvl range then?
A bit higher up - I think it's actually like 28-38, but I didn't do any extensive testing at the time cos iron ore sorta sucks.

on 1/2 hp u have 50% chance to faliure
normal hp - u have 1 crop
2x hp - 1 - 2 crops
3x hp - 2 - 3 crops
4x hp - 3 - 4 crops
1x I've got pretty good amount of 2 crops

Simplified to the point of being inaccurate - it depends on the level gap, the seep, and, yes, the multiplicity of a mob's HP.

It depence on the total HP, nothing more, if you seed a bit higher lv mobs, you will get the same effect as if the mob was 2x HP even thought it's maybe not.
Since both the monsters I described are 1X, the only explanation I find valid is what MalineII writes, that the actual seed level is written wrong. In this case, I will repost this on the bugs section. Thanks to all for your answers.

Ah yes a feature :P lol Rest assured they will fix it someday, well they will change the name of the seed perhaps as changing names of things seems to be a favorite pastime of nc :)
I submitted a bug report and the support team confirmed that it's a bug. Next update is supposed to fix it. What is interesting is that they also told me that seeding is not 100% guaranteed. From the description I read on the seeds it should be 100% (when all conditions are met) since it is using the verb "ensure" (make sure). If there is a chance of failing (even if all level conditions are met) it should write something like "increase the chance of success".
