How do you get higher-lvl fish?
What does "fishing expertise" mean and do?
What does a better grade fishing rod actually do for you?
What's the difference between bait colors (besides price)?

Raise your fishing expertise
What does "fishing expertise" mean and do?
Raises the level of fish that you can catch.
What does a better grade fishing rod actually do for you?
Higher level rods just do more damage when you use reel or pump. (Fish HP rises with fish level as well.)
What's the difference between bait colors (besides price)?
Each color is supposed to have a 'bias' towards cashing fish of a specific type. (Fat/Ugly/Thin) Overall the % difference is minor.
What do the prize-winning lures do?
Supposedly they are needed for a fishing tournament that has not yet been added to the game. (Kingfisher tournament)
What do elemental lures do?
I think these are the baits used in the "Bait of" quests that give you an very high chance to 'catch' the treasure chests, so that you can trade them to the NPC for a reward.
How do i get them?
From the quests, talk to the fisherman NPC's and check the quest info to see what level you need to be.

As far as I can tell, the only difference between if I fish in Gluido or in Oren, is the mob level of the 'monsters' you can fish up becomes higher.

As far as I know, no. Only thing that can make a difference, is if a place is "overfished". If there's not a lot of water and/or a lot of people fishing at one place, like town of Aden you will not get many fish to bite.
If found Heine to be an awesome place to fish. Lots of places you can stand, and you're close to the wh, shops and GK if you're suddenly needed somewhere.
