lol since when did all your character get newbie buffs from the NPC. I must have been playing for about 5 lvls without those buffs on my new characters. Lol I should read the patch notes I guess.

Used to be only first character on server got those buffs. :D

Newbie buffs also used to not exist.

But to answer your question, it happened in C5.
