They're 'offering' the l2calculator from L2P and Splatter's theme for firefox.
I'd assume they haven't asked either of them if they may - pretty rude, considering how much work went especially into the calculator (no offense, splatter).
If splatter has published a URL to download his calculator, there's really nothing untoward about posting a link on your own site for others to download it.
It would be one thing if they were claming credit for making the calculator, or if Splatter didn't already provide a public link to it. I'm sure if splatter provided the url in a public forum, the idea was to share his calculator with others.
Then again there are people who will look at the bright side of things, and be glad that others are helping to spread the word of a useful resource and others are always on the lookout to be accusatory and lust for attention/credit/whatever term fits.
And of course, if splatter doesn't want someone to link to his resource , he could always contact them and ask them to remove it.
Yeah, they're putting up your Firefox theme and giving you credit for it. Its usually customary to ask permission first, but at least they didn't credit themselves as the author.
The calculator was not made by splatter but by Nyo of L2P, and it is not linked but copied and pasted onto their site, with no visible link leading back to the calculator either where it is posted on l2guru or where it is founded (L2P).
It does contain a plain text link to Nyo's email addy - not exactly polite either.
The "who" made the calc is not the point. If someone hosts publicly accessible content, there is nothing wrong with linking to it, unless by linking to it you are violating a law (such as linking to child ****, copyrighted files, backdoor links to subscription-only material, etc..)
I can post a page and link to every site I like, every free legal program hosted publicly, you name it. I don't require permission. Once you host something publicly (directly or by proxy) it is public domain.

I thought I'd said it clearly: the calculator is not linked, it is now hosted on their site, the whole code copied and pasted, and all the acknowledgement they give as to its source is a plain text link to the author's email addy.

That is incorrect. While linking to any part is still legal, content from other sites are rarely public domain unless the origional content was PD to begin with.
Not sure what the legalities are on that. They shouldn't post host the code, that's taking it a bit far. That said, I imagine this thread is probably the biggest hit-generator they've had and I don't think they are causing anyone harm. But since when does practicality matter when someone wants to soapbox?
