you'll get the desired effect on the specific dual as long as you go +4 or more. (the attack power will increase the higher you go, but +4 will get that SA started).
its not just for glads. any race that wishes to use duals that have SA's on them, need to enchant their duals to +4 or more.
Dual Swords are the only weapons in the game that do not require a soul crystal to apply an SA to them. They automatically acquire the SA as soon as they are +4. The downside is that there is only one SA available for a particular set of duals where other weapons have a choice of 3 SA's. The other downside is that you must risk destroying the weapon to get the SA, since duals, as with all other weapons, have a percent chance to fail going to +4. Failing enchant to +4 results in a very nice pile of crystals of the same grade as the weapon was. Dual Kesh's that fail to +4 will yield around 1400or so A crystals.
For instance, Dual Keshenberks will give 8% increase in attack speed when they are +4 and that is it. Whereas the Staff of Evil spirits can have either Magic Poison, Bodily Blessing or Magic Focus and requires a stage 10 soul crystal (red, green,blue) along with B gemstones, adena and a Blacksmith (Aden or Giran) to put the SA on the weapon. Other weapons also do not need to be enchanted in order to have a SA where duals must be +4 or above.
From what i've heard from ppl and read from posts i've seen that glads should enchant the duals over +3?

anyway, wjat you could do, if you wanna be on the save side, is buying +4 duals. sell your +3 and buy the +4. sure, it will cost more, but you wont risk anything.
I wouldent enchant any Dgrade duals or very low Cgrade more then +3. Dgrade doesent get any SAs, and low C isent worth it.
You can OE (over enchant) and sucessfully. I have heard nothing official on this but I have noticed that when I tried to OE all at once +1,+2+3, + boom nothing but crystals, but if I did +1,+2,+3, ... wait a week or two +4. The sucess rate was much better.
I really don't know if this is coincidence or not but it has been my experience.
There seem to be a lot of rumors and superstitions about enchanting. For example, on my SpS, everything I try blows up, so I don't on that toon. On my glad, i've had fair luck getting to +5, and occassionally +6 before i get my crystals to sell. Hard thing about testing theories of OE influence is that, not many have the adena kickin around to keep trying and testing. I've only oe'd 11 weapons in two years.
