2nd class change

I am close to hit LVL 40 but haven't decided about class change.So i was wondering if i don't make change in 40 will i still be getting armor and weapon masteries in the higher lvl's?

You will still get the Armor masteries like C, B and A
and common crafting skill.

Exactly. You just won't get the skills. So essentially no added power.

It's worth it to do the class change and continue along a path. It can only help you.

You won't be able to get very far past 40 without doing the class change and getting better skills... we once had level 75 chars on the test server with none of the related weapon and armor skills, and you were basically completely worthless :) But high level!
