Under windows xp you can remap keys on a standard keyboard as part of the OS. I thought that this would not be allowed but then read that you could use a programmable keyboard which i also thought would not be allowed.
So i guessing that if a programmable keyboard is allowed, then using key mapping is also allowed.
Like I said you can remap kb, in no way would this violate eula. I've had conversations with GMs about using speedpad (that needs to be remaped for f key) and this never came up as an issue. So as far as I can see, as long as out of game macros are not used, remaping is not cheating.
"Honestly, if your keyboard macro runs 9 accounts at the same time you need to go out and get a programming job 'cuz you got skillz."

You can remap keys in windows, why not? If it would be EULA break, then non-US keyboard users would have some really serious issues when using different keyboard sets for their language..
Remapping it just might cause some troubles when typing.
Or consider getting some additional programmable pad, if not whole gaming keyboard which are expensive, there are plenty of them now (hint hint Nostromo N52 but I am biased :p )
