I thought if the GM changed your name and you got namechangexxxx as a name that you can have it changed to something else later. Well I finally decided on a name for my namechangexxxx and now I'm told I can't get it done. Is this something new or what it has always been?

It's not new. You can get namechangexxxx changed to something real. Either the gm you petittioned made a mistake (meaning you should try again) or there was a miscommunication as to what you were trying to do.
You should have received an email from NC soft advising you to submit a selection of new names for your toon. This happened to one my clan members. He had to submit several before they found one that was not already in use.
Check your mail, the one that is on your game account.
I don't think I got any email to change name option but I'll try to petition again some time in the future. I guess whoever changed my name forgot to do the email part.
I don't understand why the OP didn't get the email. The guy in my clan (friend at work) got it and responded right away. It took several days and names before they found one that was good. He didn't even know it was done until he logged in and saw that his toon had a new name, one of the names from the last list he sent them.

Perhaps he has email notification turned off? Who knows?
Or I accidentally deleted it. Someone signed up my email addy to several ding-**** enlargement sites, dating sites, shopping stuff, rolex watches, etc. I was deleted stuff by the bunches. I still get 1 or 2 a week but not like the flood I got before.
My e-mail client somewhat considers mails from NC as spam. Even my petition/support e-mails ... hm will have to teach it properly not to move them to spam folder.
OP may have to check his/her spam folder too.

For those of you planning on getting a new name after being renamed there are 2 things you can do to check if a name is already taken.
1st: pm the person... it's just polite thing to do before you do the 2nd one.
2nd. /block name_of_person
if block succeeds then the name is already taken but if it fails then the name is free
don't forgot to /unblock
3rd method is mailing but the 2nd method achieves cleaner results

wont's it be easier if u put in the name u desired in the char creation screen ?
And if you get the name then you have to delete that char and wait 7 days to get your namechange123 char renamed.
