with regular magic potion my casting spd was 862 then 911 with the greater ones...but with the regular haste potion my speed was 169, I drank a greater haste potion, my speed was still 169....
Potion of Alacrity/Greater swift attack pot = attack speed. The skill is called Haste or Chant of fury.
Haste potion/Greater haste potion = running speed. Skills are Windwalk or Pa'agrian haste ...
Magic haste potion/Greater magic haste potion = casting speed. Skill is Acumen, Wisdom of Paagrio or Chant of flame.
The usage of names "haste potion" and skill named "Haste" as well as Haste scrolls is a bit confusing...
Are you sure you didnt have any buff like windwalk or sprint active when you drank the potion? The haste potion will just replace those buffs, and you won't notice any difference in speed. Base speed of 169 sounds like a bit high to be unbuffed.

169 is with the regular haste potion...and that hasnt change after I drank the "greater haste potion.."
