I used to exchange weapons as a newbie player, but when I reached lvl 20, suddenly cannot exchange anymore since no weapons appear in the exchange screen.
Your probably refering to the exchange/upgrade of No grade weapons available in town.
People here are refering to the weapon exchange/uprgade available at the Balcksmith of Mammon for D and C grade weapons.
Unfortunatly , even if you do find the Blacksmith of Mammon (appears in catacombs) you cannot upgrade your no grade weapon to a D grade weapon.
You can/should be able to do an even excahnge and upgrade of D weapon and upgrade them to C grade too. Remember its not the in town blacksmith, its the Blacksmith of Mammon that appears in catacombs

Newbie upgrades only allow you up go to top No grade.

You may already own the top NG weapon, is wielding the weapon you want to upgrade, or you can't trade at level 20. If the latter is the case then make a level 1 newb and freight the item for upgrades. This would be pointless unless you want to make another newbie and twink it with the best NG gear.
