any ideas where he might be?
dwarven lands. there are 3 port spots; if he isnt at either port spot, wait until tomorrow.
he is either deep in the abandoned coal mines (relatively deep), at the entrance to the mithril mines, or he is on the little island on the north coast.
He ports between them (the little snot) so you have to check them all till you find the cretin.

Unfortunately you will not be able to kill him after you get what you need (which is a shame--he deserves to die....his sister too!).

Very deep. On the very bottom of the mines.

I was complaining the other day about doing that *&^%$ quest for the umpteenth time and someone actually yelled at me saying if I was too weak to do the quest I should ask for help. Unfortunately I critted out before I could kill the poster.
I do wish that they would make it a Dwarf only event to kill the little snot and his sister.

Best suggestion: buy a bunch of soe's and port between the Abandoned Coal mines and the Central Region where he likes to hang out on that island. I have never had luck finding him at the Mithral mines. If you go to the Abandoned Mines you will gain atleast 1-2 full levels whilst you wait for him.
I hate GD master toma. he is always at one of those spots.

seems to be in the abadoned coal mine the most. i always go there first.
kinda jog to the left for 2 rooms, then right then straight. at the ramp that curves down, he will be in the middle.

then i go to the western shore or something like that. and run sorta along the river to the coast, he will be on top of a rock.

mithril mine, you kinda have to run all the way around. if you port to the mine, you have to go through it, which isnt fun.

I make it a habit to kill him every time I have to find him.

Man hes a little bastard. Those whole quest and toma multi porting needs to redone. so it's not so hard.

Some people just aren't communicative enough. On Teon, Toma is pretty much searched the whole time, and you can basically see who is doing that quest (what else reason has someone in Academy armour or C-grade to be in the Dwarven Village?) - so you can ask where he was recently, or even form a searching group (I go to the mines, you look up the shore).

I wish we could help Dr. Chaos, really. He and Toma aren't really friends, you know ...

Not always a great solution. You can sit there for hours and hours and he doesn't come.
the patience of the dorf it is being tested here in this quest and most people that want to make a dorf fail at it the best way is leave the dorf in one of the spots and play another character while wating for him to appear.

it is the same patience that will help you when your crafting and buying.

Well I had a hard time with my first dwarf char, but on the second one I got lucky at the mithril mines where I had parked my dwarf to start the search the next day. I logged in and there he was.

The second time on same char I had a friend with me and we did a search team: me to Abandonnes coalmines he to the little island and if he wasn't at any of those two the third place had to be it. My friend went to island and there he was, so me SOE out and ported to the region then ran my tiny little leggs off to fetch him. My quest was done in minimal time ^^...Patience and organisation are KEY in dwarven quests LOL
I play an orc.... We are the slowest race in the game.

So you see one has to be patience, to be an Orc :p
I've actually got 2 newbie dwarfs that are permanently planted at 2 of the locations. That way if anyone in my clan needs to find him I can tell them easily and quickly.

And make sure u get down to the circle area where he spawns, because if u just look for him from the top, u cant see him.
