PS: Herbs restore more when you have BtB/BtS on. I can take pictures of this if anyone doubts it.
Yes, it's a percentage of your max mp you get back. So it makes sense to carry a conversion weapon when you're duoing with somebody as a recharger and herbs drop in that area. Nothing beats the feeling when you're low on mp, but have bts6 and a conversion weapon and then find a superior herb. 6000mp have been restored, now THAT'S a nice system message :)
Although personally the only buff that I dont have while hunting atm that I would really like is decreased weight. Two set of armor, two weapon, spirit ore and nerfed Con = 1 prophet that cant carry much of anything else.

Not to mention, if you BtS your opponent, mana drain sucks more MP per cast.

i have screenshots of herbs healing me for 10088 hp, keep in mind im -7 con and my se only heals for 400 +the dot effect
mobs hit me for up to 1600 damage (melee attack not magic crit) and i average about 1.2k damage per mob
at my usual reasonable hp of about 8.5k hp a lesser hp herb heals for about 1.2k and a greater hp herb heals for about 2.5k so you cant honestly say thats not effective for pve :P

It is effective, just not much in comparison. The 10k HP healing herb would heal all of your HP (... and all of your golem or pet, if you had one out), no matter how much it is.
Frankly, I'd take +15% P.Atk (Might 3) over +30% HP (BtB 6) any day. For emergencies, I already have a lot of different HP pots with me.

I think you spend more on bsoe from mobs in one day than I spend on shots for an entire week. Since you have a boxed recharger you might want to grab a low level EE/bish and things would be cheaper. Unless you just don't want to share.

Yep, it is an absolutely awesome buff - I really notice having to go to the field without it when my prophet and EE aren't duoed, and I still don't have to carry ores yet. ><

i havnt actually bsoed in pve in about 10 lvls (weird lag thingy) but it is good to have the extra hp buffer so i can feel more secure in my mob agroing
COV is by far the best buff out there by far, u do alot more damage, u take less damage, the only problem is you loose 20 run speed but if your in an archer party you kill the mobs before they get to you anyway.
I dunno what the people who are talking about decrease weight are on, honestly. I would rather have COV and do more damage per shot than to take more shots and waste more money than needed.

for all melee the best buff is vr
for all mages the best buff is emp
i honestly wouldnt call prophecies buffs since its not really a buff but like 5 stacked on top of each other
It's obvious that CoV is the most powerful all around buff.
However, Decrease Weight IS underrated - at current, I can still be at full runspeed (don't need to be able to regenerate during quick PvP after all - different in sieges, then the numbers change a bit) at almost 80% weight.
That's a hell of a lot of extra GCP potions - especially on a dwarf.

I don't try to second-guess your (or anyone else's) intentions. I take what you write is exactly what you mean. And the best buff of the year (2006) is still CoV (introduced at the beginning of the year 2006 in C4).
