Red While and Black Nimble fish give the most chance of feather hat fabric. The color scale you need comes from that color fish. The shiny gems come from high level fishing the reg gems come from low level fishing not sure what level it changes for gems.
since you are already maxed with the skills, dont take any potions and just fish at night. All the fish that you'll get will be black and most of what you need will come from them. Shiny gems,fabrics and black scales.
You need:
1 recipe, 2 if you are going to craft it yourself.
20 Feathered Hat fabrics
400 Fish gems
200 Shiny fish gems
680 Black fish scales
660 Yellow fish scales
620 Jade fish scales
The Feather Hat recipe comes from the Fortress of the Dead clan hall.
To get the colored fish scales you need to fish at night (12:00am to 6:00am in game) using luminous lures. A day in game is 4 hours real time. You can lower your fishing skill to catch a fish of a particular color by drinking a fishing potion of that same color. The fishing potions last one hour.
It will take twice as long to get the Yellow scales you need, due to them dropping in groups of 2 instead of the usual 4.

Ty all for the input, I am currently fishing when I can. And yes, thee yellow do seem harder, its only offset that the S grade fishing pole I borrowed 2 shots them if I do it right.
