I read the rules of the new contest and its sad that European cant participate... however, when reading the rules I found this part .....

I knew one person at work who didn't get a Wii off of Amazon.com on launch because Amazon did a similar thing to prevent automated programs, and they got 4 + 7 wrong.

Nah, it is probably some stupid law thing about "gambling" or that NCSoft is not allowed to just "give" you something. So I guess when you are from Canada and win the contest, somebody will contact you and say "ok, let's do this, according to your laws you have to answer a question before you can win something, so what is 1+1? Right, here's your prize."
The making of a wallpaper requiring skill and not chance, they removed the line about circumventing anti-gambling laws. It was useless.
Europeans are allowed to partake, but why not Quebec?
I'd like to ask why Russian Federation is expluded from contest. Game was released in RF like a year ago, we pay the same amount of money as anyone else and according to my knowledge we have quite liberate lawsuit - similar contests happen quite often in our coutry...

Every single contest you have ot answer that supid math question here in Canada. Ive always wondered why, now I know :) Some are more "complicated" others.

Shortly after I got special dispensation to be able to sell from canada, E-Bay announced that canadian residents could now sell on E-Bay... Nowadays, I think you can sell on E-Bay from just about any country.
Quebec requires companies to follow some unique rules when offering their residents online contests only one of which is presenting all the contest copy and Official Rules both in English and French. We love throwing contests for our community, but unfortunately we dont have all the extra time and bandwidth required to follow the out-of-the-ordinary rules Quebec and other countries make us follow in order to involve their residents.
Russia is not part of the European Union, so players from that country are also ineligible to participate.

I understand NC's position and quite frankly, I agree with it. I mean, why all the hassle when you are trying to be generous. And you guys are no different than most major companies.
To tell you the truth, authorities will not pursue companies who don't try to profit from their contests (example : charging 50 cents for every entry...).
Like there is a law that you have to wear a shirt at all times in the street (including men). On hot days, all men are shirtless and nobody gets arrested.

That's not true. We only require that the contest sponsor posts rules in both english and french (our 2 official languages) so that any resident can read the rules.
Even myself or anyone else translating the rules in this post would be enough to meet the requirements.
Basically, the fierce laws in effect in Québec are there for a reason. The government controls all gambling and loteries that operate for a profit. If you try to make a profit with a contest, then you are taking their money away, that's when they'll go for you.
They don't give a crap about a few jewels given away in some computer game community. Unless NC tries to make money with the contest.

Fact of the matter is, specially with online stuff (cyber police is a joke), they just can't handle everything, so they concentrate on the ones that try to profit from it.

No, in the Wii case, it's to make sure people aren't running automatic scripts to auto-buy a Wii the instant that it became available, which both hammers the site and prevents others from having a fair chance.

Oh, and by the way, those math questions are of elementary school level. Some companies just outright abuse the **** and have equations like : (1+1)*2/1 = ???

Former Community Manager Ash once banned me from these boards because I called myself a bot on these boards.
Once I prooved to him (via RL e-mail) that the char I was torturing on the boards was one of my own, he laughed and said : Of course, you are unbanned.

I'm sure contests will open up for Russians eventually (guess they need to do some paper work and work out the laws first). AFAIK this is the first contest that Europeans can participate in - and it's even only for countries that are in the European Union.
