Im from the UK and this wallpaper contest got me all excited untill i stoped spent 5 mins and read the "Eligibility" section on the contest page.
Why is it you HAVE to be a resident of the U.S to take part? What about all us european players? Will there be a competition in which we can take part, either on our own or with the U.S...?
Im still going to design a wallpaper and post it on the forums if i cannot take part in this competition, but i would just like to know the reasons why us european's cant participate...

You must be 13 years of age or older to participate and a legal resident of the United States (excluding the State of Rhode Island, and excluding Guam, Puerto Rico, U.S. territories, military installations and commonwealths), Canada (excluding Quebec), or the European Union as of Wednesday, February 21, 2007 to participate in this contest.
Yeah this time around people in the "European Union" can participate.
The reason for so many exclusions? Laws. And each countries have their own laws. NC soft has to make sure it doesnt brake any of them.
Take Canada for example, we have pass a stupid math question. Why? To bypass one of our laws on contests/gambling.
Why is Quebec excluded? Again because of laws. In this case the law says something along the lines that EVERYTHING has to be posted in french and an optional english version.
Im sure Europe was excluded last time because of some law somewhere.

if your county isnt apart of a contest, ask your country why they HAVE to have such stupid laws.
Well in general, every country has some gaming laws, and for CYA purposes, any company that holds a contest in that country is going to hire a lawyer that specializes in the gaming laws of that country.
NC seems to aim to try to cover the countries where they have the highest numbers of players. So it's not necessarily that, say, Indonesia has worse laws than the European Union, just that the EU has a lot more subscribers and has a better justification for hiring an additional lawyer.

No it's just showing that they don't read the worthless report before posting a canned response. A proper response would have been "Playing an elf character violates no rules, was there something you wanted to add that would be a violation of a rule?"
