I really don't like having my action bar binded to the F keys, is there a way to change this?
Is there a way to bind things to my mouse as well?

Enable enter chat and you can use 1-0. aka shortcut 1 to 10.

I checked the box next to enter chat, but the 1-0 is still not where my spells are. It seems that my spells are still in the F keys.

Guess you are out of luck somehow :(
You can either make your own keyboard layout in windows keyboard configuration, or get some configurable keypad.
