Does Dmg% gained on NM light stack on top of VR

My friend is a tyrant about to hit A grade and is going with that set but neither of us know if it adds to the effect of Vampiric Rage.

It's like VR5 you are having when combining Top SE buffs with NM Light, thats about 24-25% VR effect.

VR4 = 9%, the armor = 4% = 13% VR effect.

Dance of Vampire and those mentioned earlier = nice VR.
