Buy from someone who has a clan hall that can produce the recipe you want. Sometimes they are also for sale in town.

Is there a specific level clan requirement to be able to produce them?

No. Any clan that has a clan hall, can buy anything that the clan hall is able to produce, povided they have item production enabled.
