Clannies range from lvl 20-80. If you find people you want to fight... go get them.
As for sieges... I suppose you can start at 48 or so... so that you're are just above the min level range of the guards and doors. The thing is that people there are 7x... and they will most likely one shot you. And do realize that even if you where the same level.. you could still be one shotted. It's all about what you can do. So yeah... if you're about 48... you can start. But don't count on killing anyone else.
As for raids... you can start at lvl 20.. but you need to find a raid group before you can raid.
As for fun quests... I wouldn't know. I don't quest.
As for seven signs... you can be the following to participate int he festivals ( and correct me if I'm wrong ). 31-,42-,53-,64-, and 64+. This means you can start at at lvl 20... but as soon as you hit 32, you can no longer do 31, and so on. Anyone can do the 64+ one ( called no limit )... but I suggest you don't try until you are 7x.

I am currently lvl ten and all i do is pitty pot quests and killing monsters to grind atm.
You really need to find a good clan or ally and join an academy.
Otherwise you will have a hell of a time.
Once you hit lvl 20 you should go to Dion and meet people in that area. Also, posting on your server's forums and introducing yourself as a possible candidate for an academy couldn't hurt
The quests in the game are a bit utilitarian so don't look to them to entertain you for long.
All good advice on what to do and how to have fun. As far as quests, run the repeatable ones in the starter areas to help make cash. When you get above level 20 and go to the "mainland", find where you want to hunt. Then check to see if there are any good repeatable quests for those hunting grounds to help earn supplemental adena. Most of the quests in the game are only worth doing for supplemental adena. There are a few quests that can help you get items, or qualify for class changes, etc. But except for you 1st class change quest at 19 or 20, and the 3 2nd class change quests at 35. 37. and 39, you won't need to even think about any of those until at least level 40. And they will not be the way to have fun, just means to an end, if you so choose.

Depends on your definition of fun. When I was level 10ish on my very first toon, I had fun just meeting new people from the international L2 community; exploring; learning the financial and martial aspects of the game; getting hunted by and later forming hunting parties against Reds (chaotic players); and yes, doing those boring, albeit repeatable quests at low levels that helped me to upgrade my equipment. In fact most of the lower levels was given to the thrill of building up my toon.
You don't have to wait until the higher level/end-game content in order to have fun. I can pretty much assure you that if you don't take the time now to enjoy what you're doing, you'll never make it to S grade, or even A grade. The GRIND will end you long before then.
clan vs clan: as soon as you join one
sieges: level 80+ (have to be hero in full s grade +18 and all boss jewels)
raids: lvl 20+ (optional until level 75)
fun quests: never. mwhaha.
the seven circle thing: 20+ ad nauseum

20+ you can usually pick up a raid group but be prepaired to die alot, most of the ones i go on with alts everyone dies but its all part of the fun. Also at 20 you can pick up a clan and get into the academy for cheap armor.. Then go out and grind in parties, usually in a group of 4-5 people its alot of fun.
Sieges you have to be a 65+ nuker/archer in order to get some kills.. Otherwise you are just there to take the heat off your own nukers/archers.
Fun quests..LOL.. well look at different web sites and they can tell you what quests are available to you.. usually there are quests you can get that you just collect items from mobs you kill and turn them in for a rec or some money. Its a good way to suppilement the grind and then there is the manor system good for money also.
GL with the grind also around 40 you will start getting in to pvp in the cata/necros over hunting spots and people training you.. it can be fun..
The minimum is really 40. Not a lot happens before then. Find a clan though, we had a new guy join and go 1-42 in 2 weeks. I just took a toon 1-50 in 2 weeks.
stick with it until 20 as previous posters have said then you get out of starter area and meet people. However this game is grind based so if you don't like it at 10 you'll hate it later
in the meantime take advantage of the newbie buffs, take a break and use newbie travels tokens to visit other starter towns (dark elf and dwarf in particular).

I agree with this. I'm having a blast learning the game and how to play it fairly well. As for the grind, as odd as it may seem, that's exactly what attracted me to this game (well, that and the fact I'd never played it and I try out EVERY MMO released in the US). I got kinda tired of 'easy mode MMOs' which seems the current trend so I was looking for something inherently more difficult to progress in.

hehe good for you! search around and try and find a good clan offering academy spots - wil help to acheive those 'goals'

There aren't any, you aren't missing anything.
Some are vaguely entertaining, much in the same way that being in the car stuck on the train-tracks while the locomotive is speeding down the rails is entertaining... but none of them can be described as "fun".

ya i was kinda wonderin when the fun begins im currently lvl 21 but its been pretty boring(maybe its cuz im on franz and like 3/4 of franz is afk when there lvling)and i also heard that no one farms the catacombs on franz i dont know though i might switch to bartz heard the pvp was better on bartz then on franz
