if a chaotic character kills a peacefull character --the rules are clear as to penalty to the chaotic character.
what are the penalties to chaotic character if he kills a character that he has declared war against ?

(assuming that the killed did not reciprocate declaration of war)

does the agressor get reduced penalties for killing said clannies because he decares a war?
Does this act of war allow him to stalk individuals in said clan and not be considered a Griefer?

Yes to both of your questions, I think. When you declare war on a clan, you see the flag, they don't. If you kill them when they are unflagged, you go red and they lose 4%. However, if they kill you, you lose only 1%. Many wars are declared back for that reason.

sad to see group of 5-7 lowbies with one way war and I cant touch them coz I dont want my PK goes up.
