In rune there is a dwarf outside that sells it. It is a pure PvP set that boosts HP, MP and CP, and it looks awesome.

For your interest, I haven't seen a single char on Sieghardt that has it.

It costs more Rep Points than any clan would be willing to spend on armor for ONE PERSON...so, chances are it wil never be used in game, except by very few members of lvl 8 clans with a gazillion extra rep points.

its about the best olympiad armor you could get vs a melee
the cost is just way way way too high though so yeah only lvl 8 clans with maxed skills will be getting it (although selling rep points might be a better option :/)

The debuff is slow on the attacker.. not sure if it gives windshackles too
