They are quite rare, because can be only crafted and in general players dont need them. My advise, try to speak with any dwarf selling it or just enchant elven/wait for c-grade.
Actually people craft it just for them self. I crafted for my twinks whole set of top d jewelry and enchanted it. I had plans to craft it for sale, but my spoiler grew to fast while spoiling parts in cata/rift.
If you was lucky to buy them, don't sell them - enchant and use for alts. Of course, if you avoid pvp or magic intense exp palces, there is no need in top d jewelry.
