Your playing an Orc?

Cheif Varkees is in the temple building in the orc town on the second floor.....

As a future help, if the quest is on your quest list, open it at the section you are at and either you will get a pin appear on your map or the arrow will appear over your head. Just follow the arrow until you find who you are looking for.

I think you can also ask the Adventure Guide in any village where npcs are but someone else would need to confirm that. I think that gives you the arrow as well.

:D

Also, if you are pretty close to the NPC but cannot find him/her, type /target name (where 'name' is the NPC or player name you are looking for) and you will have them targeted.
