The quest is to do the Ice Fairy Sirra Raid.

To get in you need to do both quests from the Ice Merchant, to get the silver hemocyte needed to get in.

You have to do the 1 time quest, then hunt and get 10 silver hemocyte per person going in. Then you go to that guy on the bridge leading to the ice queen castle and talk to him. He will let your group go into the area. There are just groups of 8x pole resist mobs and 2 raid bosses, 1 is agro.
