there are loads of posts about this. Private stores are just set by the vendor.
The vendor should and usually will be checking the price of the item they want to sell with the market; ie. what other players sell @.
This in turn is what the buyers are willing to pay for the item.
In desperation players could be forced to pay higher prices than intended if there is supply shortage of the item.
For crafters, i'm not entirley sure about this, but cost is also judged by crystal count, and by the money they'd make if they just sold the basic mats to a store.
Usually its comes down to player responsibility just, nothing more.

I'd call it 'Free for all with guide lines'.
Basically, everything that you can buy from a NPC shop, Luxury shop or upgrade/trade through Mammon is price capped fairly closely to the NPC price.
For materials not sold in stores, the 'NPC value' usually provides a 'price floor' that gives you a fairly stable value to expect prices to be near. They can rise above it, but seldom drop below. (All NPC's offer 1/2 the 'NPC value' of an item if you go to sell it to them.)
For B grade and higher items as well as some C grade armor, their prices are partially 'historical' and partially 'supply limited' due to their scarcity. (low drop rate combined with the bulk of players moving up in levels to mobs that no longer drop the parts and recipes needed to craft them.)
Oh, and you can probably add a market inflation factor by 'monopoly' players to how much certain items are sold for.
