Leveling Clan Skills

Search function gives a bunch of rubbish that has nothing to do with my question. I'd like to know where/who do I talk to about leveling a clan skill from lv. 1 to 2 and so on. I know how to acquire the initial skill just not how or where to level it from level 1. Thanks in advance for your help.

Same place you learned the skills. Is your clan lvl 7 yet cause most of the skills you can get at lvl 6 you need lvl 7 clan to get higher.

Thanks for the help. We're still level 6 and have a bit to go...more like forever to go for 7. Gives us something more to work for.
