There are some new (now old) areas near Stuttgart (sp). Not sure what level range but I am thinking Crypts of Discrace area as I am at work atm. Pull open your map and under the World Info there should be a tab for Hunting Ranges. They should be able to be sorted by level. I have not been there much but might be worth a look.
Crypts of Disgrace sucked on drops in c5. It still might. Went to aoe there and got thread as rare drop. Grave robber hideout from 20-30 is very very nice. Soft squishy mobs and a quest with nice rewards to go with it.

Crypts of Disgrace isn't a good area. No herbs drop from the mobs and if you stand on the 'temple mounds' you get a 'danger area' debuff. Only things worth killing there are the dwarven ghost mobs on the edges of that zone.
