now i am at ~20 level..
I think that leveling is good when i can kill monster with 2 shots, so i wont use all mana in some minutes. Or i am wrong ?
Wich place and wich monsters woud be best for me ?

Most definately the key to playing a nuker is mana management,therefore if you can't 2shot find another spot.After lvl 20,the mobs just outside Dion are good stuff,Ibelieve there is a quest,also the Monster Eyes are good.When you feel like something different try Gludio areas,Ruins of Despair then Ruins of Agony,both quest places,also the Maille Lizards have a quest.Gludin area of Fellmere Lake is fun for 20-25 as well.Lvl30you might like Heine,the lizard mobs there have a quest,or inside of Forgotten Temple(FT) (Gludin)the water side is good for solo,can work your way deeper in there as you lvl,not sure if that area drops pots however. Lvl35-39 an area that is also good is Gorden's flower garden,and the Breka stronghold(both outside Giran,and you will go there for your profession quests,and each area has quests to kill the mobs).Lvl 40 is Death pass,front of Dragon Valley(both Giran ports)Ivory Tower crater,Plains of the Lizardmen,Timak Orcs,then Forest of Evil(all Oren areas).Hope this helps,as you can tell I'm quest happy.
to extend that a bit further - even at 54 i can still 2-3 shot mobs level 60-64.
find a place that you kill mobs in 2-3 shots and that drops Herbs. Execution grounds, Ruins of Agony/Despair, Dion, Cruma Swamp, Fields of Silence/whisper, these places all drop herbs. these herbs will help you with mana, health, and Empower (from time to time).
Most effective way to kill mobs (mana-wise) at around 20 level is to use wind strike on flying monsters like bats and some evil eyes. Those mobs have vulnerability to wind spells that gives 30% bonus to your damage.
Having newbie buffs and using spiritshots you can 1-shot bats.
