WC recommended Tattoos??

What do people recommend I get and in what order (money concern)

+WIT/-MEN first.

After that, it depends on how you usually party and play.

+ WIT / -MEN is the only tattoo I will use on my WC.

I recommend to not doing other tattoos because I think stats of the WC are really well balanced.

If you are soloing/duoing whatever, and no big alliance/clan and pvp parties, go -8 con and +4 str and dex.
If you will have big sieges/pvps with your big clan/alliance, go +4 con and dex.

The +WIT/-MEN is a must, no matter what. If you plan on using a dagger (usually after 56), +DEX tatoo will be useful (I have +3DEX/-3STR). On higher levels and PvP orientation +CON is a must for all classes.
