It says that being a CM for L2 is like being the head of the PQ. The PQ is the party in Quebec that has worked for a long time to preserve the Quebecois way of life in Quebec, amongst other things ;) But many PQ want more (like secession from Canada) and it is the, how shall I say, extreme views of the PQ that are so hard to represent and enact by the chief that makes the job so hard. This draws an interesting parallel with the CM's job amongst the L2 community.
I said head of PQ but if you look at Darkmotion's post he said heads of the PQ. Which, to your point, is more appropriate. The basic message is that representing the PQ is hard, as is representing the L2 community.
