Pretty much as it says... I've been recommended twice, but my eval score is still only 1. Reason or bug?
...just curious, since it'll be years before I'm blue...

They decay away, something like 1 per day, once you're high though it's faster.

You lose 3 per day, need 255 to be blue g/l :)

Need 64 to start being very-slighltly-almost-invisible-blue

you get more and more blue for every eval score you get. yea, after 50-60 something.

is there some method to clean-up recommendation point other than waiting for 3-4 months to make the nick back white?

Well, if you don't like blue color of your name, there is possibility to get bloody red color of your name too ;)
