Well I saw people have 5~6 slots in their buy/sell shops.

How do I do that?

And?

I heard it needs fish proof. And I can buy fish proof from players.

But which npc do I talk to to increase the slots?

Did you read the guide that Gronmin linked to?
It tells you what you need to do.

But because you haven't read it I will give you a hint: "Fisherman"
