Elixirs: Mental Strength and Life

Why is it that when I pop a mana pot thats in my inventory (not on hotbar), the reuse timer starts on my hp elixir that is on my hotbar? I know the reuse delay was shortened to 5 minutes for both, but is not being allowed to use them both a new thing or has this been around for a while?

that chance was made together w/ the reduction of the cooldown time to 5min ;)

Having them both on the same timer was added in interlude.

Fair's fair. Shouldn't get your emergency rations of HP if you're using the mental strength to stay on top of things. ^_^
