it's a 75+ thing, people can enchant like their success rate for different things or damage, stuff like that, it needs a secret book of giants or something like that.
It's true. I believe you need to do your 3rd class change before you can do it though. It also takes xp to OE. I don't know that much about it, because I haven't ever done it.
The first time I tried to do this it took just shy of 3% from me at lvl 76. I do not remember exactly but I think it took around 5 million sp as well. Oh, and it failed so I had to get another book. :( I would wait till you hit 77 or 78 till you start to OE your skills. Just me though.

At 76 it took 10% xp to enchant Shadow Flare to +4. much to my surprise and shock as I had thought it only took sp.
The higher the lvl the greater the chance of succeeding.
And I agree.. wait to 77 or better 78 to enchant skills. I just got lucky on that one.
