Some people claim it affects the person you have targetted, but my own experience with OL buffs only affects myself (except for soul shield which affects only the target).
BTB staff for WC is all sorts of goodness! You do your party buffs as normal then choose a single target "good" buff like the single noobie shield level 2 or 3 you get and do that to each person till it takes. Uses minimal mana like what 10-20 mana a try? It sometime works first time you do the buff and somethimes the 5th... all random.
It is only targeted spells that do the trick. WC and OL buffs are not targeted (they are party/clan/ally based). But the soul shield buff works just fine.

I've been able to get SA buffs to stick using no-target-needed buffs on people by targetting them before casting in the past. But that is not to say this hasn't been changed by accident or design. (Steal Essense and magic crits for example...stopped working in C5/Interlude and are working again...despite a complete lack of patch notes or notification.)
I've been playing the alts more lately, so I haven't had a good chance to retest this lately. But I'll see if I can get some time to test this again.
Last week my SE casted greater group heal, he was targeting another party member, but BtB appeared on SE anyway. So I believe it's the same for WC/OL - affects only caster.
