Apparently from either the Festival, Certain Raid Bosses or the Olympiad. Don't quote me on that. I've only ever seen one on the PTS. Takes up both slots in your inventory though.

Pagans Temple raid boss - Don't have L2 at work so I can't check the name, but apparently that's where it drops.
