I've recently kicked the WoW habit and decided to give L2 a try. I've read the FAQs and visited the fan sites, but I still have a few simple newbie questions I can't seem to find answers to.
-How severe is the death penalty? I know you can drop armor, but how frequent is that? What about PvP, I know chaotic flagged chars can drop gear when PK'd, but what about non chaotic chars?
-How can you determine the strength of a player or monster? So far, I only know a monster is too tough for me when it kills me.
-Can you run from a monster? I've tried but they don't seem to ever stop following me.
Death Penaly isn't that often and it lowers your stats sligthy, but most stats are lowered so you would want to use a scroll of recovery no grade-s grade(depending what lvl you are) also you don't want it to stack it takes more scrolls, money, and makes you character really weak, however you get DP after level 9 so after that try your best not to die. Chaotic characters dropp when their red and have over 5 pks (player kills) whites do not dropnor do purples. You will also seem confused if you see blue names but their white don't worry about the blue color yet. You can't find a monster's stats ingame but you can see it's name, difficulty, and it's weakness's, resists, special ability(if it shows) and you will come across x2,3,4,6,9 mobs which means that have that many times their normal heal like if a mob has 200 hp, if it were a x4 it would have 800hp. yes you can run from a monster, they will stop following if they don't kill you first. Every mob have different run speeds, really fast, fast, normal, slow, really slow. the faster mobs don't tend to hit to hard but the fast ones usually can do magic which makes up for their speed. and they usually are tough to kill. You no longer drop anything on death, UNLESS you are a Chaotic Player (RED) *with* a PK count of over 5. Every other time you die (outside of special areas or conditions/buffs like arena/siege ground, blessing of Noblesse) you lose a % of XP (amount drops by level, so what is ~8% at L20 is only ~6% at L40 and ~4% at L49) and you have a chance to gain a "Death Penalty" debuff. (Removed by scroll/NPC but otherwise is permanent. Death Penalties are cumulative up to L15, and is removed one level at a time.)

Look at the mob's name. The color of their name tells you what level they are in relation to your level. Also, hit the dropdown arrow next to their name to show their 'attributes' such as xHP or Resistances. (Level does not always indicate the mobs 'difficulty'.)
Red = 7+ Levels
Pink = +5-6 Levels
Yellow = +3-4 Levels
White = +/- 2 Levels
Green = -3-4 Levels
Light Blue = -5-6 Levels (Drops and XP start becoming Penalized!)
Blue = 7+ Levels below, Drops/XP strongly reduced.

Yes, but it takes time...usually longer than it takes a mob to kill you if your getting hit constantly. Running out of the current 'zone' (not indicated normally, but roughly the size of a grid 'square' on the ingame map) will often get mobs off you as will outrunning them greatly. (Not an option for most chars.)
The more 'encouragement' a mob gets the longer it will chase you...although if you stand still long enough and don't die/attack mobs will also eventually give up on you. (Not recommended.)
Drops are not penalized at light blue, they're only penalized at dark blue.
But they are penalized at light blue. It's not a huge amount at first, but it is noticable. By the time you hit the second level of Light Blue it's much more obvious. And af course by the time you hit Deep blue it's blindingly obvious.
Somewhere around C1, the devs were messing with the drop/XP penalty code. It started in Prelude as any mob light blue and up had no penalties and then they changed it to anything green or lower had penalties...this only lasted a short time before they changed it to the current setup, where Green = No penalties, and anything below that is penalized more for each level below.
