I actually banned him before he had a chance to send out any PMs, and conversely alerted the GMs to ban his/her game account as well. I was lucky in that I happened to be on the forums when this user registered, so I could take quick action. I ban people from that particular site several times a week. (I also had a Cease and Desist order sent to the site host.) Unfortunately, they simply come back.
I've requested more forum options, or a different program ultimately if this forum cannot support more options. While IP banning (I saw it mentioned in another thread) is a good option sometimes, they will typically find a way around that too. So, banning is all and good, but if they simply keep coming back on new accounts, more proactive measures have to be taken. And that's what I'm working to see happen. :)
SubNets are your friend along with the ASN numbers. Ban a few of those and it will not be long before they have no place to run.
Then just open up specific holes for verified uses.
Start with putting together a list based on the first/second and third octet. Could ban /20's first then go straight to the /16.
Back in the days of dialup, there were British companies leasing subnets from around the world (was cheaper than actually buying them) which were kept in a pool for incoming dialup customers. Some of these IPs were owned by Chinese companies, US companies and so forth. As you can imagine, some countries ban their local IP's from accessing certain sites/countries sites for legal reasons. This wasn't taken into account by one particular provider - I had to sometimes re-dial 5 or 6 times to be able to access a lot of systems simply because subnets were banned.
Punishing many for the actions of one can be effective in some cases, but definitely not in the case of a subscription game.
