Buy yourself a glaive in Dion, find an SO or friendly SE, start poling mobs in NoS, then eventually Heretics and Pilgrims Necro. It is definitely the quickest way to go. You will also acquire seal stones and other goodies.
Playing since Thursday night when I made a new level 1, I hit 36 sunday night and started mucking about on the first class change. I was too tired to pole anymore. That included time for some episodes of shounen onmyougi, claymore, bsg, deathnote and going out to dinner.
That levelling does include an out of party SE, and poling solo and on occasion with 1 or 2 other characters.
Get a good clan, and ask for some low lvl raids, don't try to make raid party's yourself, cause with people entering from all over the place, it's 99% of the time doomed to go wrong, even if you got the boss down, people start fighting over drops and such, completely emo, so just stick to finding a good clan and they will get you on the way :)
Catacombs is the best place for you. x4 hp mobs, all in close proximity to each other.
If you want to do outside mobs:
20-25 east gate of dion. monster eyes searchers, bugbears and ol'mahum rangers are decent xp.
25-30 you could run around abandoned camp, cruma swamp
31-34 maybe the upper level of executioner ground by dion
35-40 breka orc barracks, death pass, gorgon flower garden
I would seriously just head to the catacombs. I hope you went Dawn last week. In the time it takes to even get enough people to do a raid boss, you could have a level or 2 there. The initial levels like 20-25, with buffs, you can do a level per buff cycle.

That's what I just wanted to point out, here you are talking about pick up raid groups which don't work anymore cause people still seem to think raids are as easy as they were in C4.
Good clan is all you need, and you can do 10/12 bosses in an afternoon on sunday.

I wouldn't do catacombs unless you have a high level there with you to be able to test argo/helpers before hunting there if your new, Also You would need ss and top gear for catacombs so that isn't really good if you don't have money. I would suggest unless you have a good party don't go to necropolis/catacombs unless you know you can handle it.
Edit: Abandoned Camp is 21-30 place there is also a lvl21 quest in south west guldin where a man named leopold will give you a quest there to hunt them for money and if you wait and get 100 badges all together, you can get a badge that will let you do a 25-39 quest in dion from Sophia the captain in front of the warriors guild and you do that in Execution Grounds and that'll take you to 40 in about a week or less if your headstrong on it with and average leveling character. (Nukers and other heavy hitters can take even less time if you 1 or 2 shot mobs)
Also I almost forgot when trees start to give bad xp in EG before you hit 40, go to death pass above giran and there should be a quest for wyerns(dragons) from one of the guards at the middle north gate Also Manor Manor Manor all the way, should ask around about Manoring if your confused.
