This week, the clan I'm in turned level 6 but something weird happened yesterday, a level 5 clan of mostly High A and S graders who we never heard of and who we never had trouble with declared war to us.
(By the way this isn't a "OMG! these people shouldn't war us...blablabla" I know anyone can war anyone for no reasons.)
My question is, does people expect a level 6 clan to be pvpers?
Sure, one of the main way to get rep points is by winning in pvp, but my clan did it mostly by levelling academy chars.
So, did we get mistaken for pvper cause of our clan level?
I doubt it's because of level. Like you said, anyone can declare war on anyone else without apparent reason. There are many clans that war other clans 'just because' they have free war slots and want to brag how many wars they have (watch Blah for next few days :p ). Or some student had some arguement about room in some necro/cata. Or they just look at your clan as "pfffft carebears we gonna teach them some lesson". Or they don't like RPers :)
They won't kill your members in one-way war unless you flag, there may be some griefing here and there but mostly do not risk gaining nothing but karma.

I'd be careful with that assertion. Clans and characters we have on our KoS list get killed whenever possible no matter if we get karma for it or not, for example. Other clans might act the same.
No, your clan level doesn't matter. There's an expectation you're ready for PvP the moment you log-in on the server, but that one doesn't have to do with any levels.
just do what i done one time when a noob clan declared war upon my clan get your s grade friends invite them to clan for the duration of the war and go gank their hunting parties once they start to lose excessive % at the 7x range they soon want peace again

Yup, makes them think real hard if they want this war. Oh, don't forget the out of party / clan buffers and healers. That really ****** people off, I can tell you for sure because it happened to us quite a few times.
although yoru idea of the 4% kill is fine in theory many of these clans are basicly cowards at heart they put me in mind of pkers they only pick on lower lvled clans and wont flag unless the odds favour them to win with no losses so if your friends join your clan for duration of the war you dont have to wait for them to flag you they can just get on with the killing them and then annoying them in town when they refuse to leave town lol

Some clans war the entire server because they can :) Other times someone has done something that they're not telling you ie: help out in another clans war...
We had some ex WoW noob in our clan who hit 40 and thought he was king ****...so he decided that he was gonna start [censored] with the likes of Stygian (at that time they were a huge clan and owned Aden castle, all chars 76+ and some heros)...luckily I had a few friends in that clan :)
I still have two one sided war invites from clans that were created specifially for warring people, all lvl 5 and 6 clans they saw got a war invite for no other reason than they wanted to grief and not lose 4%...
Nah, all the high lvl clans that war know my clan is neutral, it's lvl 6, has been for a while (thanks to me lvling more alts than I would like to admit). I find that once the "main" clans get to know who you are and what you're about, they generally leave you alone. Even when we do engage in PvP it rarely results in a war invite...because we don't instigate the fight :) Usually if something gets out of hand I get an in game e-mail or a pm from the other clan leader, and they know we are neutral.

We had a 1 way war with people who didn't flag back and we didn't mind going red on them. Players with subclasses they aren't leveling can just work the karma off on the sub and reset the sub when they want. We did Sin Eater quests (clanwide FTW!) and we'd all get 10+ PKs a night np. They were BIGGING us to stop after 3 days. We locked them out of their main XP spot (Apostate) and I remember one night I got over 20 PKs soloing groups of players there - yes, red and all.
The element of suprise > all, and the world is so big that you'll probably never see me leveling my sin eater anyways, esp. in A Grade levels.
Going red is no issue for most people, unless they are maxxed out level 76+ subs and don't want to lose any XP or risk working off karma/leveling up a sin eater and getting killed/drop gear. There are very few people on each server that fit that profile AFAIK.
KOS is one thing. Also "we so much hate them" is another. But many clans (at least on Gustin) just declare war on anyone because they hope you feel like declaring back so they can have some pvp fun. When you don't reflect to their needs, they usually stop.
We've had clans declare war on us more or less at random. We've also gotten attacked because our clan or alliance name ro symbol too closely resembled another clan or alliance.
