Getting them blue depends on the spoil rate of the items the mob you are spoiling have. So if it only have one thing as spoil and the spoil rate is 1/400 you will be able to activate it every time, but it will turn blue only once every 400 activated mob.
Ya, basically when you spoil you're granted access to the lottery of obtaining that item in the spoil table :p. As the above poster said :).
If it fails, spoil doesn't land, you're basically out of the lottery.
It also depends on your class. I have a lvl 45 Warsmith, and the Artisan/Warsmith does not get a spoil above level 1 - after lvl 30 or so, your spoiling has a suckage factor of 12.0.
If you roll a Scavenger/Bounty Hunter toon, you get better spoil skills. I just got my lil lady to BH a few days ago, and the spoil rate is still very good.
AFAIC, if your playing a dwarf, you need both - I now have no problems in having mats handy for crafting.

Yeah to ACTIVATE, this does NOT mean the mob will turn blue. I gave up trying to spoil mobs on my WS when i was in my early 50's. Now I'm know as the guy who can sweep anything. SHIFT-Left Click dead mob FTW.
If you're an arti then spoiling is next to useless with level 1 only. The scav obviously has far more success with lvl 2+.
Whats really annoying is when it does spoil and sweep, you get Bandage !

The chance of getting an activated mob to turn blue is the same for both WS and BH even at lvl 7x.
It''s getting the mob activated that is much much harder for a WS (but that doesn't stop me spoiling in Imperial Tomb).
The ability to spoil also depends on how far away you are from your next level of spoil and the mob you're spoiling.
For example, if you're level 42 and spoiling level 45 mobs you still only have your spoil from level 36. This has a massive affect on your ability. My advice is that if you're close to hitting a level where you get a new spoil, get the level before concentrating on getting your desired spoil. Of course you can always spoil while doing so, but getting that extra level of spoil make one hell of a difference.
Something else I've noticed but I'm not 100% sure on is that when I use spoil festival on a mob much higher than me it spoils more often than using the regular skill. May just be pure luck but I think I'll put it to the test.

On a related note, my BH hit 60 and learned Spoil 8. I never had mana issues before, but I do now. I love my boxed prophet, but sure wish I had a SE atm instead =)

The moral of the story is, go level up SE or EE nownownow lol.
some mobs have more expensive stuff like recipes or enchant weopons. you wont get much
if its like stem or thread or something. you will get something almost every time
get a pole and kill the mobs 4 at a time. it will help :)
