The game is 3 1/2 years old so there arent as many new players as there use to be back when it first came out. New player towns are almost completely bare except for the occasional new player that comes along, or from an experienced player leveling up an alt.
Bartz IMO would have the highest population compared to most servers because it is the number 1 server (by which I mean the actually number..not meaning the best ;) ) Either way don't try to pick a server because it has a higher population, every server has players on it and it really isnt that noticable once your higher level. Try to get your toon to 20 and move your way up to "The town of Dion" and you'll start to see a lot of people. Not to mention this is where you will most likely really START to see the "market"/"economy" part of the game.
So basically level up your toon and move up to Dion and take a look around there and you should be able to start learning more things about the game :).
Teon is always heavy, Franz is almost always heavy and Bartz is pretty close too. But that doesn't really tell anything of the actual amount of PLAYERS. Just pick a server that fits your timezone.
Well, to chose a server you need to have a few aspects into consideration, ping as nr1 priority, if your Euro go to a Euro server, if you live in NA go to 1 of the servers.
Like Kazaki said, its an old game, you wont find many people until you reach Dion areas, which are for like lvl25+. But dont count on finding alot of people, most players are at end game already, it will be easy to find people on lvl70+ areas.
If your from Europe go to Franz :P (newest server)

I played quite a few other mmorpgs where it happens on new servers, almost with clockwise precision... and as I said, unfortunately.
And no, I'm not in RM, nor in Invi.

Honestly I know very little about Teon, but most people have recommended me Franz before I started on it

Teon is Euro as much as Franz is. You yourself admit that you have very little information about Teon, yet you name Franz as the best choice. Seems like very, very fuzzy logic to me >.>
And yes, Franz as being the newest server, as having Heroes 5months after start and generally having the most bot infested-server title, doesnt really sound as something that would be best for new players.

The OP didn't say he's from Europe - kinda writes like USA...
No matter which server you play on, you won't see people at first.
The first 20 levels take so little time that people only spend a day or two in their newbie towns.
And if you've done the first 20 levels a few times, they only take you a few hours.
Once you get past the first class change and get to the town of Dion, you'll start seeing more players.

And to not let this post be completely spam, I know very little about the NA servers but a friend that played since way back, years ago, said Bartz was and seemingly still is a very good highly populated servers.
Making a few lvl 20 chars on more then one server is a solution, look around, see what you can find :).
You really cant go wrong with picking Bartz Teon or Franz (US/Euro/Euro).
All 3 have the highest population by far.
Although both Teon and Franz seem to be stagnating if you ask me... on Teon, will the Exile v UFG thing *ever* end? I mean hell, Horizons vs Pret its still going on, for god sakes.. on Franz you've got russians out the yin yang, with True (the funniest guy in history!) leading a PVE side and a Bobby McFerrin song leading another.

Lionna is as bad. In fact, it got so bad that one clan even moved people to, what, 2 or 3 other servers?
It's still Invi People + some other people vs Syndicate People (new name) + some other people, and has been for, like, 3 years now.
The only real fun in it at this point is throwing some oil onto the coals and seeing what flares up.

We left when Teon opened a month or so after our alliance declared war on Invincible. (TheDarkness's alliance, forget what it was called at the time :X)
I guess its the nature of the game to develop into a two sided server. All servers (even high population) lack the manpower to develop a third side of hardcore gamers to compete with the other top two.
Better to have an old 2 side conflict that one dominating ally.
X and ITT have two different approaches of the game so it's even better than if there were new conflicts between mirrored allies.
And even if it's the same on every MMORPG (that new servers are heavily botted and RMT paradise), it doesn't make it better. Yes?
The best server to choose must be the one with the best ping + population combination I guess. So the OP shouldn't choose an European server if he's not near them.
there was a third, fourth, even sixth side on devainne for the longest time, basically from C3 it was p00t vs. mirm vs. cov vs. bp vs. og vs. p* vs. Ao1 ... all these were seperate stand-alone sides. due to changes in the game though, clans were required to become larger, and some people left. now its poot and mirm vs. og and P*, cov is gone (though it was for a while the strongest of the bunch), mafia and swat were gone for a while but have recently returned, inferno and EM are in the mosh pit as well. did i miss anyone? (besides CT and ironwall? :p) there are also a ton of smaller stand-alone clans, such as the arg0nuts and slycutter's own wretched outkasts. and devianne just wouldnt be complete without a dwarven alliance (bodkins) setting prices in every town, and a couple RP clans. i think AndreasK said it best: "People on Devianne play the game more and write on forum less than other servers' inhabitants."

Ahem, we're just talking about the major alliances made of 200-400++ ppl. There's plenty of other ones around and plenty of other wars too. And the two biggest sides arent really that unified, there's some fighting amongst their own ranks too ;)
