Yes but reuse of Rage and Battle Roar has infected with +wit tat.
Wit has no affect on the reuse times of those, ALL of a destros skills, rage, frenzy, battleroar, guts and zealot included, have their reuse times affected by atk speed, not cast speed. Cast speed (wit tats) do nothing for you.
If you dont believe it, time them unbuffed, time them with just accumen, then time them with just haste 2. The only time that will differ from the original will be the times with the haste 2 buff.

i dont. its pretty normal to think within the classic ruleset for your class.
if this guy can acheive great power, and have fun with his class, then REGARDLESS of what you or I may tell him he will be right. and thats fine.
there are buffers in A grade that wear Elven Robes cause they prefer the looks. there are Summoners that wear NG robes and Buffalo Horns cause they dont want to bother nuking or swinging a weapon and have saved MILLIONS.
if he wants to wear +dex, +wit, let him. its thinking outside the box, and has caused even YOU to go wild.
