Mobs outside Dion are good for you,the eyes are great.Once you lvl 30 you might like Execution grounds,avoid the golems and the zombies cause those will be more then two shots.Also the lizards by Dion/Floren area very good right til you lvl 40,they say your name as they die,think there is a quest for them too.The Schuggart areas like Crypt of Disgrace,with the orcs or near there the ghosts are great places for 25 to 30 or so.Again two shot mobs are what your looking for.
I would also recommend the Vanquish Remnants (http://l2vault.ign.com/View.php?view=Guides.Detail&id=36) quest in Gludin Village, which sends you to Abandoned Camp killing the mahums. This will open up the Hunt of the Black Lion (http://lineage2.stratics.com/content/library/quests/index.php?id=333) quest in Dion. Be careful in AC, as all the mobs are social, but I enjoyed the hunt, and the Black Lion quest in Dion can be somewhat profitable when you reach your 30s, as there are four different areas you can choose to hunt in.
Go to Execution Grounds now. A wizard can easily take on yellow to red mobs. Once u hit 32 go to Hardins Academy till u hit 40. Once at 40 go to the Ivory Tower.
Don't be afraid of stronger mobs with an Elven Wizard, their strong nuker attacks can kill things much stronger than themselves. The key thing to remember is to take full advantage of ur quick casting speed. I would buy dye (+2WIT-3MEN and +2INT-3MEN) and use casting pots, the exp gain is well worth the cost as you will be taking on much stronger mobs. The one thing u need to learn is how the mobs aggro. As long as you don't over aggro you'll be fine.
Use your over-hit skills to finish off mobs as it gives an exp bonus. This exp bonus only works if you kill with an over-hit!
Best advice i could give you is go find a recharger preferably a SE cause they get empower...then bond and level as a team. In this way with bsps you can hunt red mobs all the way and there will be a minimum of sitting. SE get recharge at 30.

You don't want to hunt red mobs unless you're talking about a twinked level 25. You want to hunt mobs that you can 1 or 2 shot (I can't remember exactly when you "grow out" of the 1-shot, but forever after that you always want to be able to 2-shot mobs.) Typically this means white or green mobs, especially as a SpS w/ low m.atk.
I've stopped 1 shotting after lvl 17, couldn't find any mobs after that i could one shot, only on my bishop at 35-40 i could 1 shot execution grounds strains.
Elven wizard ins't known for one shoting mobs unless they are 1/2 hp mobs. Consentrate more on 2 shot mobs using the overhit spell on the second shot. You will get more xp in the long run.
I was able to 1 shot the cruma marsh mobs at around 25 or so, but that was with knowledge robes and a +9 SoL and without buffs, we didn't get nooby buffs past 24 back then..
Picked up some gloves of knowledge and can pretty much one shot anything outside Dion, gonna stay around that area till I've got the twins to about 22 then I'm gonna go try somewhere else till 24 then FOS and see what i can do.
You can oneshot all the way to lvl 40 if you just go to Field of Silence.
Yes you can they are also half hitpoint mobs. Well the lower lvl ones are. Of course with the setup you all are talking about one shotting is quite easy.
