No info on PlayNC account management, makes me think this to be nonexistant.
Patch notes are for changes to gameplay and game mechanics.
Realistically they were never going to be available on the day CT1 launched. I'll call it now and say a couple of weeks, they have too much to do with the launch of the update to cope with all those paid service requests.
They gave us 2 days notice about one of their biggest ever updates, expect something similar for the paid services. I highly doubt they are a myth as they have been talked about so much in Dev interviews etc.

Maybe we'll get them at the same time as we'll get our free for open beta testers server transfers we were promised when prelude was due out....
