It doesn't

What level do most classes become useful in pvp and stuff.

Depends. What level do you want to start PVPing?

You will always grind. The main game mechanic is grind. You will always need xp and skill points for a variety of things.

As far as pvp, you can pvp at any lvl. If you want to take someone out who is in your hunting area, go ahead. However, in order to be useful in Sieges or Fortress battles, I would say late 60's to 70's.

Here is the thing, the game is based on personal interaction with your fellow players. So, you need to join a clan/alliance and start taking part in what they do. They in turn will help you out and help lvl you.

Eventually you will find out who their enemies are (if they are involved in the world politics of your server) and as you rise in level you will have more to do with clan wars, sieges, etc.

Hope that helps.

/agree

Lineage II = grind... there is no escaping it unless you PvP ^_^

PvP is one of those things that can be engaged at any level but if by 'useful' you mean 'when do characters flourish,' its usually B Grade+, that is when you get the main bulk of your classes skills, and usually when you can implement them in combat more effectively ^_^

Like others members said, L2 = Grind.
I suggest to find a good clan and make friends, because the grind never ends...
