resurections.
exactly what, in your opinion of the game, does it take to bring someone back from the dead?

It would depend on the faith performing the resurrection, I would imagine (If you're talking about in-character terms, which is what I assume).
A bishop of Einhasad, I would imagine, would use holy artifacts and items, such as we've seen for the Phoenix Knight skills and such.
A Celebrant of Shilen, however, would use darker items (a soul-catcher, perhaps? (
http://l2vault.ign.com/View.php?view=Guides.Detail&id=280 )) and a dark ritual to bring the soul back from the Abyss.
An Elven Elder might use a leaf from the Mother Tree, dipped in consecrated water or something of that nature, I would imagine.
Of course, then you have your resurrection scrolls. The basic ones are enchanted (probably by the church of Einhasad) with the basic ritual incantation to bring the soul back (albeit with a 0% return, showing the lack of proper items or ritual).
A blessed resurrection, however, might have been scribed by a more powerful bishop / cardinal, providing insight and better methods of recalling the soul without damaging it.

You need some Orcish flames to bring people back from the dead, the rest are just weak imitations.

Actually, you will note that resurrection is strangely absent from the Shaman path.
That leads me to believe that the orcs do not believe in resurrection (and bolsters the idea of the honored dead that we see elsewhere).

Thats because they're just starting to learn the ways of the Flame. Now, if you go to Kakai, he can do some pretty wicked tricks.

Shamans don't resurrect, they reincarnate. People complained about other players killing them right after they were reincarnated without going red, and blah blah elpy life is lame blah blah I don't want to be a lizardman... You know, always whining...
So Shamans got nerfed.
