I have recently made an unofficial mIRC (chat program) channel for Lineage 2. I thought it would be a great way to chat with other players of Lineage 2 and to get to know each other. Players can help each other in quests or talk everything Lineage 2. You can download mIRC at http://www.mirc.com/ and it is free to use. Hmm, I've always liked mIRC for chatting with others as it allows you to come and go from a static channel whenever you wish, so I'll join for the heck of it. :p
I also want to add, you must put "irc." in front of gamesurge to connect successfully, so it might help if you type it like that in the post so people don't get "failed to connect" and spam the thread asking why.
Not too many use IRC on a more permanent basis in regards to Lineage 2 sadly, you can already join the stratics IRC channel #lineage2 through one of the following servers
stratics.frws.com - USA - Colorado
stratics.afraidyet.net - USA - Dallas
irc.glowfish.de - EU - Germany
irc.gamers-irc.org - USA - Colorado
irc.us.glowfish.de - USA - St. Louis
Thats because you people use crappy servers. Also, you've made an IRC channel, mIRC is only one of the many client programs and its only mediocre at that.
