Name changes are the way they should be: aesthetic. NCsoft should not be in the business of providing cover for scammers and other *******.

This gets my vote for "top 10 most ridiculous questions ever asked on Forums".
I'll rephrase:
"For whatever reason, I've been a (fill in the blank here)___________ {griefer, jerk, [censored], scammer, Eula breaker} and I can't escape that reputation on my server if you guys post my old name and my NEW name! What's up with that?"
Anyway, look at it this way - most people won't care enough to look at the name change page every week, I know I don't.
As a clan leader, I have the Lionna page bookmarked. Any applicant will be cross-referenced with that page, because I firmly believe that your name is your reputation.
Yes, you can change your name, and there are some valid reasons. If, for instance, someone got a gender change and then name changed and wanted to bring a character into our clan, then I wouldn't have a problem with it so long as they didn't try to hide it.
But if I see that our applicant "Bob" was known as "asdnafnasf" last week, well... nope. Sorry.
DENIED gets stamped all over that application. Maybe he can go play with one of the "ubers"

To the OP, this is why this list exists. If someone has bought a botted character and then tried to join a clan, the leader will be able to see that and give him a swift kick in the [censored]. Same way, if some infamous scammer or general arsehat changes their name to escape their reputation, then people will be able to see that, and hopefully will not fall to any more scams he tries under his new name.
If you have done something that had branded you as a scammer or gave you a bad reputation, then that is entirely your fault and you should have known there would be consequences such as this. Do not think that NCsoft would provide you an easy fresh start just because you payed them a few bucks. The name change is there for people that want to change their name in accordance with their gender change, or perhaps they simply did not like the original choice of their names that they created back in beta and had no idea that they'd be still playing that toon up to now.
Your toon name is your reputation. Even if it has been a poor one.
You shouldn't get to wash that away if you chose badly for $30.00.
You should have made better choices.
From what I can tell it might be possible to clean your name and have it be untraceable too. With server transfers it seems possible to change your name at transfer, Ornery mentioned that this would not be tracked. I guess we will have to wait and see the finer details of server transfers to see if this is possible....

This is examples if imitation of Cyrillic letters using only Latin letters. We laugh at this 'typoi translit' (=dumb transliteration) even in Russian community. It's not a secret even for us that this names often treated as bot-style names for English speaking world.
First is quite senseless even in Russian but it can be interpreted as something like 'quasi-pestilence'.
Second is Russian word which is English 'file' (a hand instrument to metal parts). It's 'napilnik' in common transliteration. The word he renamed to is Russian slang word for 'napilnik'.
